What if there was another set of tech levels? Perhaps these ones could even be variable in what you wanted to research, so that people with high tech levels couldn't automatically know what you were capable of based on your tech level.
Possible examples:
Building Tech levels: For the cost of 2 or 3 of each material used in the construction of the building (and the building not functioning for the next full cycle, or possibly requiring that they scrap that building to reverse engineer it), each building could gain a new capability.
Examples: The Telescope allows you to see one square further out. Warehouses become harder to burn down, or cannons become water resistant. A Reactor might be able to hold twice as much fuel at once, or something like that. A Cellar might be able to hold twice your base material as well as coal.
If you could pick which buildings you wanted to research, then nobody would necessarily know what you'd been up to when your TL increased.
Alternatively, what about TL trees, in which people have options of what they can research, with each option leading to further options. By choosing one, though, it could deny you the ability to research the others. Then you might have like an Aggressive list, a Defensive list, a Building list, etc, and if someone took the Defensive path, they may never be able to research any levels of the Aggressive path. Just some thoughts.

I like this idea, but I would suggest keeping the TL 1-14, but allowing the player to pick what they would like to research. But have somethings with requirements so the best will not be taken first.

I like the idea of going further. For one thing, if the new idea was instituted, people would either lose their tech levels (irritating them), or find themselves unable to take advantage of the new ones (irritating them).

I wouldn't get your hopes up. The ones that exist are not properly fleshed out as it is. I certainly could give some kind of limitless progress quest, giving you something like a 1% accuracy bonus, but I'm probably not going to flesh out all that.

If I can nicely level out the existant levels, I can consider continuing to add new technologies on the end, but likely each will have an increasingly demanding bill, more than Techs 1-14 required.
