Perhaps base Ramul's asking prices not only on your TL (or effective Tech Level), but also on the number of that object in the entire world.
The more objects, the more expensive it would be --- Ramul would have more difficulty getting his grubby fingers on them if all the leaders were keeping ahold of them, but if people are using them up (building, or getting destroyed in combat), he's likely able to scavenge bits there and pieces here and so on much easier.
As it is, prices are incredibly high for anything, which isn't bad. However, it might be interesting to have some items cost practically nothing (ie a 1:1 trade) if there isn't much in the world at all (thus, after all Diamond Drills are destroyed upon Doomsday, it might be very easy for scavenging Ramul to piece together some DDRLs out of bits and pieces here and there, and thus he'd be willing to trade them for a bit less than usual). And if the world has a lot of something (ie everyone's got Steel), it'd be much, much harder to get it from Ramul -- encouraging you to trade it somehow.
This way, witholding materials from a DDD producer would not only prevent them from getting your materials, but help contribute to the world inventory of that material, making it harder for the DDD producer to Black Market for that material, too --- and as the DDDer stores up in futile effort to trade on the Black Market, the prices go up each cycle as people keep making and keeping that item Heh heh heh...
