Just a couple thoughts I had:
What if there were buildings that could never be built, but were instead created as a random event? These Experimental Buildings (each tile limited to one at a time, kind of like the Seat of Power or the Powersinks) could be the result of new technology being experimented with by Nigel. There could be a chance based on tech level of one of these buildings coming into existence, although the person would have no control over which one was built. Each building would have a special ability that could only be gained from the building in question. They could be located in remote areas (just in case), and therefore be less likely to be hit in combat. Spies would still be able to find them, though, and so they could be fun things to pass around through land exchange.
Alternatively, perhaps there could be a new advanced building called a Research Facility (an expansion of the Academy, naturally). This facility could allow for further research beyond the current Tech Levels. It would require more specialized research, however, and once the decision of which kind of Tech levels would be studied was made, it could not be changed without losing everything that had been done previously. There could be research fields focused on attack, defense, power, mining, food production, etc. This could allow more variability if additional tech levels were added.
