So, I was thinking about the senate today.. what if you had to visit the senate page and click something to submit your vote before each meeting of the senate? That way setting your senate issues and forgetting about them doesn't translate into influence over world events. If you forget, well, too bad for you - just like when you forget to strike your underlings when you're forced to wait outside the summit, except in this case, you just have to take a moment to submit your vote 3 times a week (instead of 3 times a day).
It means a bit more micromanagement, but it could also lead to a more chaotic and exciting array of policy combinations.
Just thought I'd throw that out there.
