With the increasing number of global leader positions, in particular those that can be achieved for extended periods of time (Watcher in the Deep, Master Builder, Overseer of the Land), and just because I know Rast loves to get flooded with all these ideas, I was thinking that global trades should incur a transaction cost for the leader offering said trades, whenever someone takes one of the trades. This transaction cost would be fairly insignificant, say 1 coal, or 2 fuel (because fuel is easier to stockpile), decided by a policy setting. However, highly active global traders would now have a half-decent reason to overcharge as they are so often wont to do.
