"No country is going to turn off a power station which is providing much-desired energy for its population to tackle this problem."

"It [the study] concludes that the biggest obstacles to the take up of technologies such as renewable sources of energy and "clean coal" lie in vested interests, cultural barriers to change and simple lack of awareness."
1. Vested interest: Wealthy people.
2. Cultural barriers: What? All proper cultures pre-date the industrial age. This is bullshit.
3. Simple lack of awareness: See (1) for the reason behind this. Education is expensive.
A stark summary:
Give to the poor today, because tomorrow they're going to have no choice but to fight you for your food. And by the poor, I mean not you.

By "cultural barriers to change" it means that cultures resist major changes as a general rule - changing to renewable resources after having used coal and so on for such a long time would be a major change, and culture is loathe to change so fundamentally so quickly without dire cause... which might be unfortunate for us That's what they mean by that. And it's true - and it does stand in the way of such a change. You're right about vested interest meaning wealthy people: such a change would make them lose their wealthiness
