I dunno man, just looking at power and costs and the like- and it's looking awfully restrictive.
I mean,
Academy 1 Refinery 1 Factory 2 Powersink 3
Suddenly, unless you're rolling both solar power and windmills, you're going to be looking at 7 power to refine something.
That's the worth of what you're refining!! Not to mention if you want to run more than just one refinery.
One thing I'd like to propose is to have a power pool.
Your Academy constantly sets it to 1, then using power increases the increment.
ie- run your first refinery for 2 power, the next for 3 power, run the factory and it'll cost you 5 and so on.
The main reason for me at the moment, is I'd really like to knock up a factory, to knock out a drill or two- but as it stands right now, that would make refining anything a disaster area.
Maybe even create the power cap so that the number only goes down when things roll out of it- ie
Refine 2 Refine 3 Factory 5 First refine finishes, power cap drops to 4 Refine 5
So that we don't get punished for building un-uses powered buildings.

There is challenge in the game. Good job on figuring out all the factors, now let's see what you can do with it!
oh, I missed your suggestions. So, you're saying you want that doomsday device handed to you on a silver platter?
How about you just tear a building down when you're not using it?
I notice you are downplaying the value of refined materials a lot. Their main value is not what you can get from them, but the space they take up.. because eventually space is what becomes prohibitively expensive.
I imagine there are lots of strategies built in.. you could go high power, low pollution, and just grow food and mine. You could wait until the weather is good to refine. You could build something when you need it, and tear it down when you don't.
I am not taking away all those delicious decisions, AND making the game more needlessly complex, just to appease your sensibilities good sir.

Perhaps the game takes a different turn once the tiles are built, where refining things at a negative cost becomes an option- I guess we'll see when we get there- Until then- 4 glass for a drill anyone?
