Timekeeping: Moderate, None, Strict
If Timekeeping is Moderate, the Senate is trying to make sure clocks are synchronized, but do not actually enforce it; production happens within ten minutes of the dot.
If there is no Timekeeping (Timekeeping: None), the Senate could care less what people have their clocks set to, so production happens within thirty minutes of the dot.
If Timekeeping is Strict, the Senate has decreed that all clocks be synchronized and this is enforced; production happens on the dot: 0, 600, 1200, 1800.
(Also, Rast, you need to change the order of the Arms Race Regulation choices... They follow this pattern: Human Rights: Neutral, Goody-Goody Hippie, Evil Overlord Subsidies: Neutral, Goody-Goody Hippie, Evil Overlord Arms Race Regulation: Neutral, Evil Overlord, Goody-Goody Hippie Peace in Our Times: Neutral, Goody-Goody Hippie, Evil Overlord Judgement of the Senate: Neutral, Goody-Goody Hippie, Evil Overlord, [Choice of Judgement target] So shouldn't the Arms Race Regulation be changed to fit the same kind of order? No Regulation, Weapons Taxation, Weapons Funding.)

Interesting idea. Let the people decide how important the production race issue is. I'd back that.

I agree, I'd like to make that an issue. I'll even call it timekeeping. I'll likely make it randomized up to 10 minutes, 1 hour, or 6 hours from usual production.

Wow, a 6 hour swing would be harsh. Would it be random each time? Could cycle 1 be 6 hours late and cycle 2 be 1 minute late, meaning two cycles happen in a 2 minute span? That would be weird.

I prefer spamwise's original suggestion. I prefer the randomised timekeeping now, but I think if people decide as a whole that they don't want it, then punctual production should be able to happen.
