On the Politics screen, there's a button about beating underlings. I did it once when they were all copacetic, and got a Bauxite for it -- but now they're all fearful and twitchy. What's the deal here? I don't want to do something without knowing what the potential effects are because this game is already plenty difficult without exposing myself to unnecessary chance.

Beating underlings is available once every 24 hours, provided you've renewed your Senate vote. It's a free chance at most basic/refined materials, and is a legacy from the original text-based Battle Mines.

Beating underlings is one of the few activities that's not documented.
If I don't document something, it's usually for a reason. In this case I'll tell you, there is no hidden "penalty" (etc.) for beating underlings, other than a minor change in titles. There is a small positive Easter-egg attached to beatings that I won't mention but I'm sure many players already know about.
Copacetic, and two posts to his name already.. this essence character is going places.
