Some Techs seem insufficient...
Tech2(BXT) => +1 Warehouse limit
Tech6(ALU) => +1 Warehouse limit
I just spent 15 of a refined material to get the same advancement as the base material?
Others seem unrelated...
Tech4(SAND) => +1 Warehouse limit
(Admittedly, there was a time when warehouses could be built with SAND/GLASS, but that's no longer the case.)
So here are some thoughts about changes that could be made.
Tech6(ALU)
Cellar(3ALU) can now hold 2x what you mine/refine (i.e. for a BXT miner, they can hold twice the BXT/ALU. A COAL miner would now hold 4 times the coal and double diamonds.)
Tech7(STEEL)
Bunker(3STEEL) absorbs 1st hit in battle without being destroyed.
<or>
As a policy setting, Cannons(1STEEL) can be double loaded with coal for 2x damage (but same hit chance).

The ability to build Perma Cannons (similar to Hull Upgrades with increasing cost)
(The fear with Perma Cannons had been the fire with 1 repeatedly between 2 targets until you drain coal, but, with the "warless vassal" rule, Perma Cannons aren't as problematic)
Tech10(URO)
Why would URO affect cannons? (I know we used to be able to build cannons with URO, but not any more). So, I propose that Tech10 become the Tech11 benefit.
Tech12(Aid)
Now, when you use an Aid you receive 2 Warehouse, 2 Mine, 1Cannon, and 1 (Refinery/Warehouse)
Tech13(Drill)
Drills won't break (from war or overuse)

The ability to build Perma Mines (similar to Hull Upgrades with increasing cost)
I'm still seeking different results for:
Tech4(SAND)
Tech8(GLASS)
Tech11(EUR) - if the Tech10(URO) went into effect
I'd like to see the Tech affect things using their material. Sand/Glass could affect spies, outposts, or plantirs, but I'm not entirely sure how. I don't quite know what to do with URO/EUR either. I like the one we've got (currently 11), but I don't have a strong candidate for a second.
These are just ramblings. Not sure how easy any of them would be to code. Other suggestions are welcome (well, who am I to say that... I mean, I'm not going to make any of the changes.)
