Perhaps something that benefits people who trade Aid to those who can use it (a subsidy for people who give charity, I guess, even though you can't just give things to people) or people who trade ICBMs to others (a subsidy for war-mongers)... ? So this would be: Supply Subsidy : None / Charity / Weaponry ? Perhaps it just gives the person an extra Coal or something out of the deal, or raises their PM by 1 for the next cycle (which doesn't stack with itself, of course)... but that seems complicated a bit. Ah well

I dont like the idea of voting for specific names for Aid, but perhaps there could be something like:
Global Relief: Abstain: nothing Pro: An AID package would be given to the 3 lowest ranked active players once per vote Against: The top 3 players hoard all of the donations and get +2 PM for the rest of the day.

Or even better, The lowest ranked active players that are able to use AID.
This would be good on helping the Noobs get into the game. Would be nice to see more stick around

This one's default setting isn't the middle ground, but how about it?
No Penalty (Default) Heavy Atomics Penalized (IWI takes 1 random item from you after any battle in which you fired ICBM or EUR) All Atomics Penalized (IWI takes 1 random item from you after any battle in which you fired ICBM, EUR, or URO)
Or possibly:
No Penalty (Default) Minor Atomic Penalty (Lose 1 random item whenever you are in a battle in which you fire ICBM, EUR, or URO) Major Atomic Penalty (Lose 1 random item for each ICBM, EUR, or URO you fire)
I dunno, it might be a way to discourage people from setting themselves to "Defcon One" --- as it is, I don't see ANY reason not to choose to fire EUR unless you need it for your next Tech Level or for your DDD or something, but even then you might as well keep it on Defcon One -- even if you use up some of your EUR when you fire, you'd likely completely annihilate the enemy and they'll think twice about attacking you again, so you get to tithe them and get a chance to restock... Maybe this isn't necessary, hm..
I have another idea, too. How about this:
Heavy Black Market Policing : +1 TL when using the Black Market. Light Black Market Policing (Default) No Black Market Policing : -1 TL when using the Black Market.
And perhaps:
Power Saving Subsidy : +1 PM if you use 1 Power or less (from Coal or Fuel; "saved" Power doesn't count) No Subsidy (Default) Power Usage Subsidy : +1 PM if you use 4 Power or more (from Coal or Fuel; "saved" Power doesn't count)

I like the senate....
It would be cool if we could vote sanctions or something against players.... "The Imperial Senate will not sit still for this!! When they hear you've attacked a diplomatic mission...."
And I think the Emperor should get extra votes as well, like the Speaker. Gives you an incentive to get to the top and vote down those pesky sanctions.

Perhaps there can be people who refuse to be apart of the imperial senate. They would become the rebels.
Hey I am not sure how I feel about this, but I think it might be too easy to get extra votes. For example it is possible for one person to get 48 votes and if they get voted in they will have a total of 51. It may take away the democratic idea of the senate. Just a thought.

But that's only if you're a Monarchy, and you have to get voted in anyway for those bonus votes (someone else could be voted in, instead).
Even a non-Monarchy can get to a maximum of 25 Votes (their own, plus 24 Diplomats) , but that requires you to have that many neighbours... At any rate, most of the powerful players should eventually get at least 10 Votes at the Senate at any given cycle (often more, but sometimes varying depending on who they choose to attack)...
Besides, even if one person sets the Senate issues all in one way, these don't have quite that massive an impact, really. They help a little, for some, but generally they're minor. I mean, +1 PM is nice and all, but it pales in comparison to a single Diamond Drill or sunny days (then again, it also stacks with those, so that's nice).
