You can upgrade Agents to Diplomats. When you do, they become visible to that player, but they cannot be destroyed by bombardment (but are automatically lowered to Agent status if you and that player go to war) and they give you +1 vote in the Senate.

I think that the 2x votes for monarchies is a bit extreme, I think that 1.5x would be more fair.

If it's bothering you, you can always get in there and change the offending player's government sufficiently prior to the Senate convening.

I propose a change to the vote on: No Day is Safe Sunday is Safe Weekend is Safe
the issue is irrelevant on Monday and Wednesday either only have it available prior to Friday or use this alternate format War On! Short Ceasefire (4 cycles/ 6 cycles on weekend) Long Ceasefire (8 cycles/ 12 cycles on weekend)
any comments?

I think he means that right after the vote, the next X turns no one can attack, where X can be 0, 4, 6, 8, or 12, depending on the vote and whether it is the weekend (friday vote).

I was thinking how strange it is that there's no senate issue on the black market or indeed crime in general... so: Law and Order Crackdown - Black market becomes more expensive, +2 PM to all players (people are less troubled and more productive) Status Quo - No changes Cutbacks - Black market becomes cheaper, -1 PM to all players (people are more troubled and less productive) The numbers are entirely guesswork; I gave a higher bonus PM than penalty PM to encourage people to move away from the status quo. Similarly, I would suggest cutbacks have a somewhat converse effect - if, for example, a crackdown increased the cost of black market goods by 20%, cutbacks would decrease their cost by 30-40%. As I said, guesswork.

I suspect everyone would vote for a cheaper black market unless it was much more expensive than -1 PM... one diamond drill would overcome that.

I don't know about that, for me it would depend on my location. The possibility of having a production modifier easily in the +5-7 range (and more than +10 for a URO producer) without having to rely on delicate DDRLs, as long as I weren't dependent on the black market, would be pretty damn tempting.
