Perhaps give other kinds of governments different bonuses when condoned.
Here's some ideas, and making sure that Monarchies get rather useless bonuses
Flat +1 PM for a Condoned government, to begin with, perhaps.
Anarchy: Extra -1 Tithe. Bureacracy: Extra Trade? (well, two, as it'd be doubled) Monarchy: Outposts for hated governments only costs 1 Glass instead of 2. Communism: Spies are invincible (except to allmighty Omniscience, and Diplomats are still downgraded to Informants if you fight with them) Technocracy: Academy is also shielded. Theocracy: Good luck chance doubles? Accuracy bonus? Capitalism: Factory uses 1 less Power than usual.
-1 PM to begin with...
Anarchy: Only receives usual scrap. Bureaucracy: -1 trade. Monarchy: Diplomats no longer count for double. Communism: Spy survival rate is cut to 25% instead of 50%. Technocracy: -2 PM instead of -1? Capitalism: Factory costs 1 more Power than usual? Theocracy: Lose accuracy bonus? Lose luck bonus?
