I noticed that the game keeps track of how long you've been a particular style of gov long past the minimum amount of time needed to build that govs SOP. While this is kind of a fun little piece of information, would it be possible to use this as a gov balancing tool? Here's the idea...
No gov is perfect, and the longer that any one type of gov is in place the more apparent it's flaws and benefits become. Communist infrastructure falls to pieces, there are uprisings by other nobles in Monarchies, Capitalism grows rampant corruption, technocrats become increasingly dependent on technology and loose basic skills... etc etc. Could BM use these things as a balance tool? The longer you remain one type of gov, the more that govs flaws and benefits come into play.
Imagine a theocracy, it's people filled with loving adoriation of it's leader, working their fingers to the bone to increase production. However, they seize control of the launchpad to fire off a few nukes at some neighboring infidels.
Anarchist riots destroying the warehouse district, fascist assassination attempts...all these things can prevent people becoming too settled in with that one "perfect" gov.
Just more random ramblings from the mind of Trymon...

Well, you could easily avoid this by flipping to a different govt type and then back. Unless you want to store total time you've spent in each government, ever. In which case old timers are screwed, eventually all their govt types would suck. Unless it was some kinda ratio thing, where you have to try to keep all the govts at the same amount of time played....

And if it used a running total, you'd be pretty hardcore screwing Statue-owners.

I think that there are supposed to be pros and cons to each of the government types. "Settling in" to a "perfect" one means bypassing the potential benefits of others. There are all ready random events that can force you out of your government. I don't think we need to add a game mechanic encouraging rotation.
In fact, just to play devil's advocate, I'll go the other direction. There ought to be a benefit for longevity. A fledgling Democracy will be met with opposition from the old regime, whereas, an established one has matured and the checks and balances have leveled out. After continued Communism, the people have accepted that they must stand in long lines for bread and can no longer remember the days where a free market offered choices. If there were some reason to stick it out, maybe you'd think twice about quickly switching over to an aggressive government right before going on the war path or switching out of one after your bloody trek was completed.

But there are reasons to stick it out. You need to be one government for a certain number of cycles to build your Seats of Power, etc.
