* cannot attack anybody (even potshots at rats).
* receives double scrap
* On local combat if the attacker can fire an equal or more cannons than the pacifist with ammunition taken into consideration, the pacifist will automatically surrender and offer to be a vassal (and do land exchange if required etc) without shots being fired
otherwise the pacifist will negotiate a ceasefire so that no attack will happen, the attacker will become the vassal and both parties will not have buildings destroyed. Although coals and ammunitions will still be used up as normal
* on long range combat will destroy a pacifists buildings and the pacifist will not fire back icbms except if the pacifist has a radar
* Can build an additional mine
* can build 2 additional warehouses


Pacifist seat of power: Space Defense system (SDS)
* The IWI created a satellite to help pacifist battleminers survive. These battleminers must create special transmitters to access the SDS.
* allow the pacifist to destroy incoming ICBMs but only if its not stormy or rainy
* The IWI will not allow the SDS to respond if the goverment is not pacifist

This means that anyone with a spy on a pacifist would always know exactly how much ammo it would take to vassalize the pacifist and could do so with no risk to themselves. IE: Oh look, he's got 5 cannons, so I just need to attack with a fire power of 5 and I win automatically with no buildings destroyed!

This is no good, pacifist would ALWAYS be vassalled.

With that in mind, the automatic land exchange shouldn't happen, if they're so desparate to keep their buildings.

Considering the main deterrent to land exchange is having to destroy a considerable number of buildings on what is to be your new land in order to make it your land, these guys would be land exchanged like there's no tomorrow.

If something better was added for the SoP such as "Church of Hunger" which allows you to shorten vassal periods by sacrificing PM (like, people like Gandhi go and starve on a church waiting for the attackers to regret their actions rather than go working and such).
