Here's an idea: Shipping.
New Advanced Building: Shipyard (prerequisite: Dock) (possibly involving different amounts of all materials for construction)
Allows the creation of Merchant Ships (for 6 Aluminum, 2 Steel, and 4 Food). These ships allow the players with docks to trade with any other players with docks by travelling to their port, or just explore the sea of rust. These ships (players can only have one at a time) require one coal (translated into the ship's fuel level) to move a tile, unless it is windy (in which case, movement is free) or stormy (in which case, movement is free, but uncontrolled). Should the ship be washed by a storm onto a land tile without a dock, the ship is destroyed, and anything it carried is lost (random chance of the owner of the land finding some of it).
Should a land tile without a dock move onto a tile occupied by a ship, the ship will move out of the way if it has the fuel to do so and an available sea of rust square to move to, or it will be destroyed if either of these is not possible. If the tile has a dock, the ship will land in the harbor like usual. Random events such as sea monster or pirate attacks would also be likely.
Ships could be targeted by enemies as though they were another tile, although their accuracy would be reduced due to the small target. Should the ship be destroyed and the attacker have a dock, there's a chance that they could obtain some of the destroyed ship's cargo. Ships would not declare their owner unless they docked on a tile, although the banners would still be recognizable enough to tell ships from your own Faction from those that belong to a rival Faction or those that are unaligned.
Items stored on the ship would not count towards the hulls or warehouses of the ship's owner, although the ship would have a limited amount of space. These ships could only trade whatever items had been stored in them, but all items would be given to the owner when the ship docked on its own tile. Merchant ships could trade with Ramul as long as they were docked, but would only be able to trade what they had stored.
