This is more likely to be me not understanding than a real bug.
But - I still don't understand power. Why aren't I refining? I have an Academy but I now have a Windmill. My greenhouse is inactive. I do have a Factory, but it's not making anything because I don't have the materials. Anyway, I thought (after rereading the docs) that there isn't a limit to the power you use, as long as you have enough coal.

There's no limit, as long as you can get enough Power somehow (either from Fuel or Coal, or by making your Power requirements decrease by using Windmills or Solar Panels, or whatnot).
Actually, there's a "limit"... It's the limit on things that require Power. 1+2+3 for your Refineries and Factory, 1 for the Greenhouse and 1 for the Academy... so that's 8 Power required maximum. You just need a Power Plant and 1 URO per turn to keep that up, heh!

So the values of interest are how much power you HAVE: (Coal beyond Firepower, + Reactor Fuel) How much you NEED: (Refineries, Factories, Greenhouse) And how much you are SAVED: (No academy, wind+windmill, solar panel+sun)
Calculate all that out to find out why you're not refining. Actually you only have to bother calculating if you're right on the cusp, keep your power supplies a little above your needs and the game will take care of it for you.
Hey Rast, how about a little calculation on the policy page that shows you your current power supply (Coal beyond Firepower + Reactor Fuel) and your estimated power usage next turn (based on your current buildings, weather, and your policy settings).
Otherwise you're gonna keep seeing "Why didn't I refine??" every time someone new joins and gets into the game.
