Just a quick thing on this and vassalage.

It's nearly impossible as a vassalised coal miner to accumulate enough coal to make diamonds when my master is constantly buying my supply...

That in itself isn't too much the issue, more in the balance that a non-coal guy wouldn't be having this issue as the base cost is a lot lower... (and hey, Coal is essential for the continued warmongering)

So I guess the diamonds should take a back seat to regular production eh?

Imagine the street value of those diamonds once you can settle into production, due to their incredible difficulty to produce.
