For the second refinery, the far left and far bottom windmills are not adjacent.
In layman's terms, diagonally-positioned tiles are not adjacent to each other, for building-relative purposes.
In academic terms, the windmills must be orthogonally adjacent to the powered building.
The first windmill example in appendix B makes this fairly clear.

4/2 = 2 windmills/building, this is what I have been using
FFwRR. FFFwR. wFFwR. Rww.ww RRRwAA ...wA.
10/4 = 2'5, can anybody think of a more optimized pattern? at least it powers 4 buildings

Juanito and I thought about this one last night, 8/3 = 2'6666(...) pretty sweet, although the greenhouse is pretty much oversupplied with power.

8/4 = 2. Back when powered buildings required 5 adjacent windmills, this was the most optimized pattern I was able to find (it required an additional w in the center) but it's pretty much theoretical, or do you think that having 4 refineries could be useful?

Just quickly- just an interesting thing I've noticed since the last "xade update".
My windmills, which I've spent significant amounts of coin on, are actually detrimental to my cause now!!
As an LF coal miner, the 2 power they take away, lowers my PM by 2, but the benefits gained on polution is only 1...
Might need to think about selling them to see if I can't rape the earth a little harder...
