Is there a reason why you can't go to zero firepower should you be in a relatively safe (i.e vassalized by your only neighbor, or similar) position? I'd like to be able to burn my coal to the zero mark...

You shouldn't have only one neighbour, generally I've asked about this before, though. I think a big reason for it is so that people don't get free Coal each turn and free Power as a result. If your Firepower was 0 and you had 1 Coal, an Academy, and a Refinery, you could refine each turn for free. You'd use up your Coal, refine, and then gain 1 Coal free. So that's no good. ^_^ You could instead scrap your Academy and thus have a free Power to use for your Refinery, though...
