The docs are not really clear on how what bounty you get is decided.... it used to be the difference in rank is what mattered... but that doesn't seem to be the case now?
I just hit psiweapon with an ICBM, he's ranked #1, I'm ranked #14... shouldn't I be getting a hull upgrade?
Or is it now based on the number of people around you that are above you in rank? So in order to get a hull upgrade you'd have to have 11 people around you that you could attack and that were higher rank than you? Or is it something else? The docs don't really say.

I believe it's based on the people you are able to attack (ie those you can see).
When you go to Warfare, it explicitly lists what bounties are available - they're based on all of your possible targets, and what they are compared to you - the ones with bounties available are those of a higher Rank than you, in order of their Rank.
You need to have 10 people around you of higher rank in order to get a Hull Upgrade.
That personally does seem a bit fishy/difficult.

That's just how it is, except players who have already been collected on that cycle will be omitted. The more people around you, the better the bounties. And black marketing! But not fishing..

Well, it does say:
"The IWI have a bounty system for rewarding those who defeat players more powerful than themselves. Bounties can be collected on any player of higher rank than yourself. Only one bounty can be collected on each player each cycle. A list of players you can collect bounties on is given on the Warfare page, along with a number used to determine your prize."
From which you can deduce how the entire system works... I guess I should put it more bluntly, but at in some areas I pretty much shield users from exactly how the game's working, because otherwise it would get too long and complicated.
Or more likely it's just my laziness.

Yeah, I read that, but it wasn't clear to me how "the number used to determine your prize" worked, or what I could do to get better prizes. Basically the answer was 'get more neighbors'.
