Outpost bug (cant create topic there)

Sorry I am too n00b to post it in the bug report section. I just created this account to make this post

Anyways I am running into a weird bug or issue when I create outposts. I am Bauxite and whenever I go to create an outpost on a different resource I am asked "We are best off targeting lands that mine materials other than our own. Are you sure you want to build an outpost here?"

Please not I am actually trying to build an outpost on a land that mines different materials such as coal but I still get that message.
